Focusing on the Supreme Court as an integral part of the policy-making process, Susan Lawrence examines how a change in who has access to the Court, and the nature of the institutions that structure that access, has affected its agenda setting and doctrinal development. In her analysis of cases sponsored by the Legal Services Program (LSP) before the Supreme Court during the 1966 through 1974 terms, she explores the effect of this agency in creating a voice for the poor in the judicial policy-making process. The Court's response to cases presented by the LSP--as exemplified in its decisions to invalidate residency requirements for welfare recipients (Shapiro v. Thompson, 1969) but uphold maximum family grants (Dandridge v. Williams, 1970)--is described as emerging from a timely combination of new litigant claims, available legal bases, and judicial values and role conceptions, all of which were shaped by the political climate of the era. Lawrence convincingly argues that litigation before the Court is a powerful method of political participation for the disadvantaged.

In recent years, public interest law has shifted from an exclusive interest in the expansion of rights in such areas as consumer protection, environmental law, and discrimination to a parallel concern with seeking limits to freedoms and rights in both the public and private sector. Nice to see an inmate doing something good for men and women looking to rehabilite themselves. I know Tony personally many years ago and hope all is well for him and God has truly changed his life, nice to see him writing So many books including his pen name. Thought about him many times over the years, my life will NEVER be the same. Great book, much needed for this time we live in. Hope he reads this sometime, understand he got out in Nov. 2001 wish you well~ Always

This book is based on a selection of papers presented at the Conference in Malmo, Sweden, which was organized by the Swedish Network for European Legal Studies in cooperation with the Faculty of Law of the University of Lund. The purpose of the conference was to analyze general principles and their scope in the EU legal order with special emphasis on their role in the creation of a jus commune europaeum. The impact of the general principles of Community Law at the national level was analyzed and also how these principles have been transformed into the national legal systems. Also discussed was the creative process behind the shaping and further development of the general principles and their application. Due to their complex nature, the general principles offer a more or less unlimited field for theoretical legal studies. At the same time, the general principles play a very important role in legal practice, not least when used as instruments for the protection of individuals and firms against too far-reaching measures taken by the European institutions or Member States.
