Editorial Review:

On July 8, 1996 the International Court of Justice handed down two Advisory Opinions on the legality of nuclear weapons. This book offers a comprehensive study of those opinions. More than thirty internationally respected experts contribute their analyses of the status of nuclear weapons in international law across all its sectors: use of force, humanitarian law, environment and human rights. The contributions also assess the implications of the opinions for international organizations and the international judicial function. Contributors include lawyers, academics, diplomats and advisors to international bodies.

Editorial Review:

This third volume of the comprehensive digest of the World Bank Administrative Tribunal's case-law deals with cases decided between July 1991 and April 1996. The author cites those parts of judgments which pertain to a particular issue, providing first-hand access to the Court's actual decisions on that issue. The pronouncements are arranged to give a clear picture of the contribution made to the law governing the international civil service. The author was awarded the 1989 Certificate of Merit by the American Society of International Law for his two-volume treatise on the law of the international service.

Editorial Review:

`It was [...] an historic moment and certainly one of the finest moments in the history of the United Nations, when, finally, the Rome Statute creating such a permanent international criminal court was adopted on 17 July 1998 at the United Nations Conference in Rome, Italy. As I have stated before, this Court will be a gift of hope to future generations, its creation represents a giant step forward in the march towards universal human rights and the rule of law. It is therefore a fitting way to inaugurate the new millennium. This publication is a collective work by a group of persons closely associated with the actual making of the Rome Statute. It covers the substantive and procedural issues raised during the preparatory stages as well as the Conference. These active participants in the Conference provide an account of the main contentions on each of the key issues, the divergent approaches put forward by the principal proponents, how differences were resolved, how groups of articles were prepared, and how the final text as a whole was assembled. All the authors served certain key functions during the Conference, most of them chaired or co-ordinated the work of a committee, a working group or a negotiating body, all of which together produced the Statute. Their professional account of the work of the Conference makes this publication a unique resource for States contemplating ratification and preparing national implementation legislation. This book gives the insiders' reportage of the negotiations that culminated in this momentous Statute.' From the Foreword by Kofi A. Annan, Secretary-General of the United Nations

Editorial Review:

Although precedent in the International Court of Justice is not binding, the Court relies on its previous judgments as authoritative expressions of its views. In this book, Mohamed Shahabuddeen, a judge in the International Court of Justice, shows the extent to which the Court is guided by previous decisions, and how parties to cases themselves use the Court's decisions when framing and presenting their cases. He also traces the possibilities for future development of the system. Judge Shahabuddeen's analysis of the Court is a major contribution to this important subject.

Editorial Review:

Kluwer Law International is proud to announce the publication of the Collected Writings of Sir Robert Jennings. In his masterly Foreword, Professor Georges Abi-Saab emphasises Jennings's `rare quality ... there is no belabouring of the obvious, no over-elaboration of details which the reader can work out for himself.' No international law library, institutional or private, should be without this fascinating volume. These beautifully written texts, from the hand of a universally appreciated scholar, Professor and Judge, provide the reader with `a fertile and coherent vision of the whole field of international law; of its state or structure revisited at intervals; as well as of its evolution, whether via the `sources', which are themselves evolving, or through the exercise of the judicial function, which is also undergoing a significant transformation. A vision that also sheds light on the fact that much of the resulting substantive changes in international law are brought about in the ambit or content of the functional or spatial jurisdiction of the state or the other subjects of international law which are progressively becoming more significant. The reader is thus invited on an exciting intellectual journey into the life of international law during the last crucial five or six decades, as chronicled by one of the most perceptive exponents of [the] discipline.'
