An Introduction to, and Survey of, Federalism 4 out of 5 stars.

An excellent survey of Federalism, exploring its origin and development in the United States, as well as the prospects for Federalism around the world. Morley discusses the evils of centralized democracy, and how democracy is controlled by Federalist principles, in the interest of individual rights. He then goes on to explain the effects of the Fourteenth and Sixteenth Ammendments, and the policies of FDR. Factors to restore Federalism in the U.S. are also discussed. Highly educational, and its 1960 copyright makes it more interesting for younger readers, offering a window into the cold war outlook of the 1950's

Despite the centralising tendencies of the American national government in the twentieth century, there have been surprisingly few books defending the federal system. Felix Morley's "Freedom and Federalism", which examines the root causes of the problem, was thus a pioneering achievement when it first appeared in 1959. No less relevant today, the book provides a perceptive diagnosis of the collapse of States' rights in modern America; and it seeks the restoration of a constitutional balance between central and state authorities. Is federalism worth saving? "Its outstanding virtue," which is "the distinctively American contribution to political art," argues Morley, "is its facility in combining two naturally antagonistic conditions - the social condition of order, and the more personal condition of freedom." In the end, he concludes, the American government will fail unless these two conditions are reconciled.

Americans conceive of the process of political representation as operating like a "transmission belt." Elections convey citizens' preferences unchanged into the legislative assembly and thereby allow them to participate, through their representatives, in the political affairs of the nation. This conception stands firmly in the tradition of liberal thought, as does much theory about political representation. In that tradition, government is defined primarily in terms of power, and elections are little more than the means by which that power is transferred from the people to their representatives.

In The Blue Guitar (the title alludes to a poem by Wallace Stevens), Nancy L. Schwartz offers a radically new understanding of representation. As she sees it, representatives should be—and, in the past, have been—more than mere delegates or trustees of individual desires and interests and the process of representation more than the appropriation of power and control. Ideally, representation should transform both representative and citizen. Representatives should be caretakers of the community, not the watchdogs of special interest groups or individuals. Citizens in turn should feel increased personal responsibility for the whole that membership in the community entails. Moreover, representatives should serve as founders of their constituencies, constituting communities whose members value citizenship as an end in itself.

In her analysis, Schwartz canvasses the political experience of ancient, medieval, and Renaissance city-states to discover the communitarian meaning of citizenship, and she draws on classical political theory from Plato to Rousseau and Hegel, on the political sociology of Marx and Weber, and on such contemporary theorists as Arendt and Pitkin. Schwartz also enters the controversy over whether local, state, and national legislators should be selected by district or at-large elections. After examining a set of key Supreme Court cases on voting rights and district elections, she proposes that representatives come from single-member geographic districts.

This is an intellectual biography of Gabriel Bonnot de Mably (1709-85), who emerges as a central figure in the history of republican thought in the era of the Enlightenment and the French Revolution.

This book has two related aims. The first is to fill an important gap in historical scholarship. Although Mably, whose career as a historian and political theorist stretched from 1740 to the eve of the French Revolution, clearly played a major role in the intellectual history of his era, there has been no study of his life and thought in English for nearly seventy years. At the same time, the book seeks to advance a novel interpretation of Mably's thought. He has most often been portrayed in two sharply contrasted ways, either as one of a handful of utopian communists and a precursor of nineteenth-century socialism, or as a deeply conservative enemy of the Enlightenment. This study sets forth a different reading of Mably's thought, one that shows him to be a classical republican, in the sense this term has acquired in recent years for students of early modern political thought.

Mably was the author of the most comprehensive and influential body of republican thought produced in eighteenth-century France—a claim with implications that go beyond the merely biographical. These are explored in a final chapter, which draws some conclusions about the character of classical republicanism in France and about the French contribution to the republican tradition in Europe.

One dilemma facing new or newly independent states, such as those of the former Soviet Union, is how to design effective legislatures when political parties are weak and fragmented or even nonexistent. In this book, Joel M. Ostrow develops a comparative institutional framework to explain marked differences in behavior across three post-Soviet legislatures: the Russian Supreme Soviet, the Russian State Duma, and the Estonian legislature. He argues that these differences in ability to manage political conflict can be explained in large measure by the design of the legislatures. Most significant is the choice of whether and how to include parties or partisan factors.

Legislatures are an omnipresent component of modern democracy. Ostrow's comparative institutional design confirms the presumption of many political scientists that parties are essential for legislative consensus building. However, it also reveals that parties may have paradoxical effects on a legislature's performance. In following the budget process in Russia and Estonia, Ostrow explores the consequences that different institutional designs have had on post-Soviet legislatures. He has found that how parties are included may determine how capable a legislature is at managing political conflict, both internally and with the executive branch of the government. The author was present at many of the committee hearings and legislative sessions he describes, and his firsthand observations and interviews with committee members enhance his analysis.
