Hurricane Katrina shredded one of the great cities of the South, and as levees failed and the federal relief effort proved lethally incompetent, a natural disaster became a man-made catastrophe. As an editor of New Orleans’ daily newspaper, the Pulitzer Prize—winning Times-Picayune, Jed Horne has had a front-row seat to the unfolding drama of the city’s collapse into chaos and its continuing struggle to survive.

As the Big One bore down, New Orleanians rich and poor, black and white, lurched from giddy revelry to mandatory evacuation. I purchased the book just to study for the Treasury Agent exam. I did not read its information on applying for a job. The Verbal Reasoning section is okay although it is much easier than the actual exam. To its credit, the book says that the actual exam is much harder. There really are no tricks. I would have preferred more in depth reasons as to why an answer was correct or incorrect. That is explain answer by answer why it is right or wrong. Just practice the problems and practice pacing. The arthimatic reasoning was fairly close to the book also. This section is fairly straight forward. This is the one section that it is hard to wing, especially if you have not done algebra in a while. If there is one thing that is a take away, is master algebraic equations. The investigative section is also fairly acurate. But once again I would have preferred a step by step reasoning as to why each answer was right or wrong. Sometimes the book just assumes an aswer is so obvious that no explanation is needed. That is great if you got that answer. Lastly, the person inventory section is nothing like the book. There is nothing to work study for, but that section is also timed, and pacing is also important.

Stress test for the American political system 5 out of 5 stars.

Donald Kettl's thin but rich book, "System under Stress," examines homeland security and American politics. He begins by observing that most of us tend to think that things will be in the future as they were in the past, that the political system behaves in predictable ways. However, he goes on, shocks to the system raise intriguing and powerful questions. Specifically, how have the events of 9/11 affected American politics and governance?

He raises a series of key questions, such as: "But what happens to that system when a major shock shakes its foundations? What can such a profound upheaval tell us about the system's ability to respond? How does it help define the core truths and enduring principles that lie at the heart of American government? And how can we evaluate the system's response to better understand how it can adapt to the diverse challenges we are likely to face in the future?"

This volume explores a number of issues emerging from a consideration of such questions. What systemic failures led to the successful and devastating attacks on 9/11? What kind of coordination problems across government agencies need to be addressed/ What about the roles of state and local governments? How does the political system address the policy challenge of protection against threats that can never be fully eliminated? What about the balance between security and civil rights and liberties? How does a system, in short, respond to strain? Kettl uses a medical analogy: attacks like 9/11 serve as a kind of political "stress test" to diagnose what works and what does not work in the American political system.

This book is a well crafted analysis of such questions. Worth reading and worth thinking about. . . .

Homeland security is perhaps the least understood of the important issues in American politics today. Created in response to system-wide coordination problems, it's unclear whether this new bureaucracy has made enough--and the right--changes to repel future terrorist attacks. Kettl shows how 9/11 stressed the political system and reveals what policymakers are doing well--and what the government is still struggling to solve.

I haven't read this book but have read several others by Nick Lardy and studied with him at Yale. I disagee with several reviewers who characterize Nick and his colleagues as ignorant about China and are simply imposing a western view. Nick was studying China and the economy (in Chinese) long before it was a popular subject and is intimately familiar with the country's economy. In a country where data is often obscured by politics, he has done an excellent job of piecing together disparate facts to achieve a coherent whole. He may be skeptical, but he's often correct.

Mr. Bradley writes a very telling portrait of modern Egypt, a country which has been ruled by a military oligarchy since 1953. The corruption, poverty and oppression which are hallmarks of the regime are discussed in detail and personal anecdotes are used whenever possible. The writing style makes the subject matter very easy to get through even if you are not an Islamophile or have never been to Egypt.

Many of the interviews and anecdotes took place in 2007, the same year I was assigned to duty in Egypt. Many of the experiences he had in Egypt are typical and I also had many similar experiences or knew people who did. Yes, Egyptians will not hesitate to tell you that they hate Mubarak and I also learned from Egyptians I met of the near-universal perception that Mubarak intends to have his son follow him into office. I wish the author had also mentioned the extensive cult of personality surrounding Mubarak and how his image seems to be everywhere... even if it gets vandalized in remoter parts of the country. And baksheesh is rampant in the country... I once had to pay a parking attendant a small wad of notes for helping me get out of my reserved parking space... he had allowed another vehicle to park too close to the front of my machine. Events that I could "verify" with my own experiences made the book real to me.

On the other hand, the author did not fully discuss the problems involved in removing food subsidies, political pluralism or the legitimate terror threat that hangs over Egypt. Also, the author feels it necessary to compare the routine torture that takes place in Egyptian police stations to Abu Ghraib... where no physical torture took place despite the images on the internet. He also feels it necessary to denigrate the Coalition effort to bring democracy in Iraq. The author bemoans the lack of democracy in Egypt but in none of the instances he mentions Iraq does he talk about the successful elections there.

Egypt's future is uncertain and this book definitely gives you a feeling for the disaster that looms on the horizon when Mubarak passes on.

This is a well written book, accessible to the well read layperson. Stimson does a fine job of laying out the thesis that he has elaborated upon in more academic research. On page xvi, he lays out the central theme of this work: "Tracing movements and showing conseuences is the central theme of this book. It claims that change over time is what moves politics. Its design is to look at change over time in many different facets of public preferences, behavior, and response." One disclosure that I probably ought to make: Jim Stimson was one of my professors in graduate school at the State University of New York at Buffalo (as it was then called), and his work and passion for the study of politics is something that has stuck with me over time.

In some senses, the culminatuion of this volume begins in chapter 3. Here, Stimson notes the evolution of policy preferences over time. His data analysis clearly suggests oscillations in Americans' political preferences (liberal to conservative as one of the examples) over time (from 1960 to 2000). In Chapter 4, he examines a sampling of presidential elections and asks what they meant (if anything). He also inquires into the effects of presidential debates. Chapter 5 looks at public opinion regarding government between elections. Much data are presented in an accessible and illuminating manner.

In the end, he contends (page 171), ". . .citzens--in the aggregate and at the margin--do succeed in communicatinjg their preferences to government." This should be considered in terms of a conclusion that he and colleagues made in another work, "The Macro Polity," that government in the United States does respond to public opinion. All in all, a good work for well informed laypersons. . . .

Politics is a trial in which those in government - and those who aspire to be - make proposals, debate alternatives, and pass laws. Then the jury of public opinion decides. It likes the proposals or actions or it does not. It trusts the actors or it doesn't. It moves, always at the margin, and then those who benefit from the movement are declared winners. This book is about that public opinion response. Its most basic premise is that although pubic opinion rarely matters in a democracy, public opinion change is the exception. Public opinion rarely matters, because the public rarely cares enough to act on its concerns or preferences. Change happens only when the threshold of normal public inattention is crossed. When public opinion changes, governments rise or fall, election are won or lost, old realities give way to new demands.
