Unmasking Administrative Evil discusses the overlooked relationship between evil and public administration, as well as other fields and professions in public life. The authors argue that the tendency toward administrative evil, as manifested in acts of dehumanization and genocide, is deeply woven into the identity of public administration, as well as other fields and professions in public life. The common characteristic of administrative evil is that ordinary people within their normal professional and administrative roles can engage in acts of evil without being aware that they are doing anything wrong. Under conditions of moral inversion, people may even view their evil activity as good. In an age when "bureaucrat bashing" is fashionable, this book seeks to move beyond such superficial critiques and lay the groundwork for a more ethical and democratic public life, one that recognizes its potential for evil and thereby creates greater possibilities for avoiding the hidden pathways that lead to state-sponsored dehumanization and destruction.

Although social scientists generally do not discuss "evil" in an academic setting, there is no denying that it has existed in public administration throughout history. Hundreds of millions of human beings have died as a direct or indirect consequence of state-sponsored violence. This book argues that administrative evil, or destructiveness, is part of the identity of all modern public administration (as it is part of psychoanalytic study at the individual level). Furthermore, evil has been largely suppressed or ignored despite, or perhaps because of, its profound and far-reaching implications for the field. From the Holocaust to the "white lie," evil exists on a continuum, and the way along that continuum begins on the proverbial "slippery slope." We prefer to think of horrible eruptions of evil, such as Adolf Hitler, as occurring at a particular historical moment and within specific extraordinary cultural contexts. Yet, we have a long history in the United States of public lynchings, syphilis/radiation/LSD experiments within our military, and police brutality in our cities while public administrators have looked on, even participated. The Holocaust was such a massive administrative undertaking, we must consider whether modern public administration may be at its most effective and efficient when it is engaged in programs of dehumanization and destruction.

Constructing a positive future for public administration requires a willingness to deal with the disturbing aspects of the field’s history, identity, and practices. Rather than viewing events such as genocide as isolated or aberrant historical events, the authors show how the forces that unleashed such events are part of modernity and are thus present in all contemporary public organizations. This book is not an exercise in bureaucrat-bashing. It goes beyond superficial critique of public affairs and lays the groundwork for building a more effective and humane profession.

Dahl's work, which has been cited by countless political scientists since it was first published, provides a useful framework for the examination of democracy (which is not quite equivalent to what he terms 'polyarchy'; democracy consists of a bit more than a polyarchal system). The book is particularly concerned with the two main variables of political orders: 'competition' (public contestation among various political actors) and 'participation' (defined with regards to the right to participate). Using these variables, these systems can graded based on whether they possess these qualities to a greater or lesser degree. While most modern political systems fall in a 'gray area' (they are neither perfectly competitive nor inclusive), Dahl believes that all should strive towards the ideal type, or polyarchy. Dahl goes on to outline the benefits of a polyarchal system and the various ways in which such a system can be achieved. Yet, Dahl also recognizes that the transition to polyarchy is neither inevitable nor invariably desirable. Certain conditions are needed in order for the full benefits of a polyarchy to be realized. Thus, the minimal nature of Dahl's conception allows flexibility in its application. This is why his notion of democracy, as defined through polyarchy, has been adopted time again by those engaging in the debate over democracy, including such luminaries as Samuel P. Huntington and Larry Diamond.

This is a helpful text in understanding some of the roles and dynamics for a Public Administrator--not for profit and public organizations and governmental departments. It is an easy read. And while it is a basic level text, it does a nice job of tackling some of the complicated issues for Public Administration. The focus is on building infrastructure; staff and program implementation; budget and finances; and public relations issues. A thorough accounting for the general needs in the field of Public Management.

More Informative than Controversial 3 out of 5 stars.

This volume collects influential articles in political science, dealing with issues that might be rather contentious, if you happen to be student or professor in the field. "Controversies" is hardly an accurate title for this book, except that some of these articles probably inspired two professors to argue with each other over the results of tedious multiple regression analyses of voting patterns. But many of the articles here are at least informative if you're interested in potentially important issues like voter turnout (and why it's so low in America), the political knowledge of the public, divided government, or party identification. The expert submissions will surely be of interest to the informed person with interests in the scholarly side of political science. But as is usual in the field, the writing is almost uniformly bland and pedantic (except for Robert "Bowling Alone" Putnam and a couple of others), making the collection quite tedious and repetitive overall. Niemi and Weisberg supply section introductions that weave the readings together, establish useful context, and help to sort out conflicting interpretations and diverging opinions that emerge across the chapters. Collectively, the readings and supporting essays in Controversies in Voting Behavior provide an illuminating look at some of the most lively and fascinating issues being debated in this field today.

fascinating blabber 3 out of 5 stars.

palast covers many topics in this book. he keeps writing about how the bushes stole the presidential election in florida. [as if the clever discriminatory practices he unveils are a true threat to our democractic process] he goes on to discuss dozens of other topics as well that loosely relate to the buying of influence in american and british democratic politics. i hate to give this book only 3 stars. it covers critical topics that could thwart the future of democratic function. i wish that he would have presented the topics in a more logical, cogent manner. much of his writing was from the heart - not usually expected when reading material from a journalist. i wish that he would have provided greater collaboration and supportive evidence. this, in combination with his witty sarcasm and passionate writing, make me question at times the validity of some of his claims.

Greg Palast gives hard hitting facts that must be true or he'd have been sued. It describes how the President used his influence to alter investigations as well as an election. He shows how money has influenced so many aspects of our lives. I have the audio presentation and could not get to the next unit quick enough. Worth the price.
