This is the best book out there for PA and NPO students and professionals! It is a easy read, with lot's of explanations and definiations. This book is for the beginner, it's laid out very well, in and easy to understand fashion. I was lost until I found this book.

Public Administration: Understanding Management, Politics, and Law in the Public Sector is a textbook that explicitly examines and explains the three major issues of public administration: management, politics, and law. It is an excellent text for advanced undergraduate or graduate students. In addition, this book identifies the differences in roles involved in public administration. For example, it describes the difference between the managerial and leadership roles in delivering public services. It discusses the traditional management style versus the New Public Management style in dealing with accountability on the part of administration, as well as the public.

PUBLIC ADMINISTRATION is one of the most widely adopted books for both undergraduate and graduate levels. The basis of the appeal is the three part framework of management, politics, and the law. Its theme is that all three perspectives are central to public administration, and that ignoring one or another leads to failures in both the practice of and in academic treatments of the field. This edition continues to refer to these three perspectives, but it divides management into two subsets: traditional and "the new public management".

The second edition of this pathbreaking, highly innovative comparative study in state-building by a major political scientist is a fully updated examination of the problems of making democratic government work.

Sartori begins by assessing electoral systems. He attacks the conventional wisdom that their influence cannot be predicted and also disputes the view that proportional representation is always best and will deliver 'consensus democracy'. He argues that the double-ballot formulas deserve more consideration for their ability to facilitate governability in adverse circumstances.

His comparative assessment of presidential and semi-presidential systems and the variety of formulas that are categorized, sometimes misleadingly, as parliamentary, looks at the conditions that allow a political form to perform as intended.

He concludes with a detailed proposal for a new type of government: alternating presidentialism. This meets the need for strong parliamentary control and efficient government, with safeguards against both parliamentary obstructionism and government by decree, and so could help to avoid political paralysis in Latin America, in the post-communist countries of Europe and in countries with dysfunctional parliamentary systems such as Italy and Israel.

Lochrie's "Meeting Procedures" is a good alternative to Roberts Rules of Order Newly Revised (RONR). Both of these books are intended to be adopted by organizations as the parliamentary authority, but no matter what authority you use, "Meeting Procedures" is a valuable addition to the presiding officers bookshelf.

Where RONR has pages of rules for special cases (which ~do~ come up), Lochrie takes a different approach. A group using "Meeting Procedures" will find special rules are easier to adopt (2/3 vote, no notice), so that special cases can be handled by individual groups with special rules as they are required, allowing the book to be more streamlined. For example, there are no rules in this book on disciplinary procedures (trials). These things (thankfully) rarely come up, and an organization using Lochrie's book could adopt special rules for the proceedings when and if they do.

Elections, something that does come up, is thoroughly covered, including detailed examples. Also covered is the interesting subject of "election paradoxes", and how to cope with them with various voting methods (e.g. the Borda count).

Included with the book are a section with answers to some common parliamentary questions, sample minutes, a sample committee report and sample convention rules. One thing that seems to be missing is a sample set of bylaws, but one can find such things on the internet (with varying degrees of quality though!).

Overall, a wonderful book, even if your group prefers RONR or another authority.

I especially liked this book because it gives an unusual perspective -- that of seeing American Government in the context of the international political system, that is, it allows the reader to compare our government with that of other countries. This is very helpful, as it illustrates vividly the similarities and differences between our government and others around the world. An excellent, clear book about how our government is set up, and how it actually runs.
